New HCGK Published: Hamburg Continues to Focus on Pragmatic Sustainability Standards and Clear Governance

The new version of the Hamburg Corporate Governance Kodex (HCGK) came into effect on January 1, 2026. With this update, the City of Hamburg reaffirms its commitment to transparency, responsibility, and the sustainable management of public enterprises.

The HCGK remains one of the central governance instruments for all companies in which the Free and Hanseatic City of Hamburg holds a majority stake. However, the new version sends a particularly clear signal in one area: sustainability reporting should remain mandatory, but be designed pragmatically.

Target-Group-Oriented VSME instead of unnecessary complexity

While European sustainability regulation—particularly through the Corporate Sustainability Reporting Directive (CSRD) and the European Sustainability Reporting Standards (ESRS)—has recently been characterized by high levels of complexity, especially for smaller companies during implementation, Hamburg has chosen a differentiated approach.

Large public enterprises will continue to be required to report regularly under the CSRD sustainability framework. However, the minimum requirements for all companies not obligated under the CSRD will be limited to the Voluntary Sustainability Reporting Standard (VSME).

In doing so, the city establishes a clearly structured yet significantly more practical framework and sends a clear message: sustainability is not a short-term trend, but an integral component of public governance.

From our perspective, this is a consistent and pragmatic approach that offers many public enterprises a realistic and well-integrated solution.

HCGK compliance still requires ongoing work

The adjustments to sustainability reporting within the HCGK framework represent a relief for many Hamburg-based companies. Nevertheless, even reporting compliant with the VSME standard requires thorough preparation, structured processes, and a goal-oriented approach.

With in-depth sustainability expertise and many years of experience in corporate communications, Silvester Group not only provides practical support in preparing your report but also accompanies you throughout the entire process as a strategic partner. The result: a robust VSME report anchored in strategy that goes beyond mere compliance, strengthens transparency, and reinforces governance structures.

Conclusion: Hamburg pursues binding sustainability with a sense of proportion

With the new HCGK, the City of Hamburg reaffirms its commitment to transparent and responsible corporate governance. At the same time, by embedding the VSME standard, it demonstrates that sustainability reporting can be designed in a practical and proportionate way.

For Hamburg-based companies, this means that the task of sustainability management and its external reporting remains in place—but it can be implemented in a pragmatic and strategic manner.

As a company deeply rooted in Hamburg, Silvester Group supports you in transforming regulatory requirements into robust, efficient, and future-proof structures.
